You're right, just because they have a gun, doesn't mean they will use it. However, put yourself in the criminal's shoes...if you knew others were packing heat...wouldn't that have some bearing on if you were going to rob a place. It would for me. Yes, it is everyone's right to have a gun (not to an education or healthcare, though.) The constitution was written for moral people. Just because someone has a gun doesn't mean they will use it.
